Therefore, this course entitled "Advanced Management of Tenders and Procurement Contractsis intended to develop the advanced skills for drafting specifications  of  bidding proposals and  procurement  agreements,  in  addition  to explaining the significance of such contract specifications for tenders, and their impact on the overall procurement process.

Legislations and opinions have differed in their covering of the concept and definition of tenders. Some of them focused on the definition of the administrative process and the various parties of tenders and some other have focused on the purpose of tenders. Tender is the method of purchase through which vendors and contractors are invited to provide and offer their proposals, for the purchase of goods, works or services, tenders are usually announced by publishing in the available media, newspapers, or specialized journals. It is noticed that the Tenders are contrary to Auctions, since tender is aimed at selecting the lowest bidder, in case departments want to accomplish certain scope of works such as public works. On the other hand, Auction is request to provide the highest bidder, in case the management desires to sell any of its property.
