Course Content

Among the course activities, everything about mechanisms, ways and method through which action is taken to apply mystery shopping on any of the ministries will be raised, as the course raises:

1) Role of mystery shopper in evaluating the service provided by the ministry after his direct contact with staff and officials in the ministry and recording his observations which include a lot of ideas, in particular:

  • Commitment of officials in ministry to international standards of terms of professional work ethics in the ministry.
  • Commitment of officials and office staff in ministry to arrive their offices by the given deadline of their official work hours, and also not to leave or walk away before the end of official work hours.
  • Verifying the absence of any of the offensive actions in the ministry like (accepting bribes, nepotism, routing irregular transactions) and many other issues that would offend the ministry as a whole breach the work mechanism.
  • Checking that the officials within the ministry and the persons in charge are committed to uniform and also preserving the dignity of the ministry.
  • Controlling and monitoring the way of behavioral dealing between the officials within the ministry and the ordinary citizens in order to terminate some of their transactions,
  • Monitoring the mechanism through which transactions of the ordinary citizen are conducted, and accordingly, mystery shopper plays the role of time measuring through making a complete transaction from its beginning to its end and records in the final report the time period needed by the transaction and the number of offices that he needed to pass through in order to terminate the transaction, and also the period he waited for by each office and taking his notes about an office in the ministry and every official separately to monitor accurately the defect place, as well as reference must be made to the official who plays a positive role in work for checking and transferring the useful work mechanisms.
  • Monitoring the shortcomings that caused delay of the transaction process that is not available in the whole ministry and trying to record these shortcomings in the report and referring to them directly and determining the places that must be supplemented with such equipment that enforce pace and quality of work.
  • In every enterprise or company or ministry, there are employees and creative officials who develop work methods and different ways that would support and facilitate the conduct of transactions of citizens, mystery shopper must highlight that used methods and ways used to try to generalize issues leading to development of activity of ministries.
  • Monitoring situations of overcrowding in the days in which there are large numbers of auditors who are interested in making their transactions, and recording the way of dealing of the ministry to avoid overcrowding whether in the waiting rooms and mechanisms of rapid and emergent response that are followed and to be adopted by the officials in the ministry.
