In the past, countries practiced their traditional role, which is represented in preserving safety and the properties of the public, as well as protecting the country boarders.
Nowadays, the role of the countries evolved to include the different aspects of life, including economic, social, educational, and health. The country provided and still provides a lot of services that the private sector can’t handle, like safety, national and civil defense, and public programs.
Due to this evolution, the number of problems, ministries, employees increased drastically. This in turn led to an increasing importance of cultivating a good relation with the public, and dedicating special effort to public relations and building confidence with the government and public. As a result, the concept of public relation grew noticeably in developed countries during the last 30 years.
